The National Commission for REDD+ (CONAREDD+)

CONAREDD+ is responsible for coordinating the implementation of REDD+ in Brazil. It defines guidelines, rules and criteria for eligibility for access to REDD+ results-based payments recognized by the United Nations Framework Convention on Climate Change (UNFCCC). In addition, CONAREDD+ monitors fundraising by eligible entities. The eligible entities are approved during a CONAREDD+ meeting and by means of a resolution this approval is ratified.

 

Decentralization of Fundraising

CONAREDD+ works together with its Executive Secretariat and its Technical Working Groups to define guidelines and conditions for fundraising.

Brazil adopts a centralized approach to the measurement, reporting and verification of REDD+, which means a unified national process for reporting results to the UNFCCC. Brazil has recently moved to the national scale in measuring REDD+ results, with the conclusion of the National FREL evaluation. This approach aims to relieve the federative units of the burden of estimating emissions, ensuring methodological alignment with Brazil's reports under the UNFCCC and promoting environmental integrity of the results.

From the verification of the national results reported to the UNFCCC, the country then takes an approach of decentralization of fundraising, facilitating the access of eligible entities to that process. To date, entities from the federal government structure and state governments in the Amazon and Cerrado biomes may become eligible, according to the requirements of CONAREDD+ Resolutions No. 7/2017 and No. 9/2022, respectively.

 

Who Can Raise REDD+ Funds?

Eligible entities that demonstrate compliance with the established requirements have their eligibility recognized by CONAREDD+. In addition to them, BNDES, responsible for the Amazon Fund, is also eligible.

REDD+ results are measured in tons of CO2 equivalent and are submitted to the Lima Information Hub and InfoHub Brasil. Payments for results can be made by various sources, public or private, national or international. The largest contributors to date have been the governments of Norway, Germany and the United Kingdom and more recently, the Green Climate Fund (GCF).

 

Rules for Eligibility:

CONAREDD+ establishes criteria for states and federal entities to become eligible. These criteria include demonstrating action plans or public policies which aims to fight deforestation and forest degradation and maintain and increase the native vegetation; participatory governance; transparency, and compliance with REDD+ safeguards.

Once eligible, entities can directly raise funds for REDD+ results payment, and must periodically provide information, via InfoHub Brasil, on the payments received and on the implementation of the initiatives supported with REDD+ resources received. Eligibility Manual for REDD+ Results-Based Payments 


The Eligibility Manual offers detailed guidance on how to become eligible before the National Commission for REDD+ (CONAREDD+). Its objective is to guide states and federal entities on how to become eligible to access and capture payments for REDD+ results. The Manual was developed based on the eligibility process of the Amazonian states, but the guidelines may also be relevant to the Cerrado states.
